The 6-unit, 3-story building at 1906 8th Avenue in Windsor Terrace, owned by Abraham Sigman, has experienced several maintenance issues over the past few years, most notably related to plumbing infrastructure. In February 2023, a steam pipe/riser issue was reported and subsequently inspected by the Department of Housing Preservation and Development (HPD), though no violations were issued.

In February 2021, the building experienced a slow water leak that was similarly inspected without resulting violations. More concerning are the Housing Maintenance Code violations recorded in February 2021 in Apartment 1R, where three separate violations were documented: a water leak affecting the ceiling and west wall in the 4th room from the east, and defective safety equipment including a smoke detector and carbon monoxide detector.
