The three-story, four-unit building at 249 St. James Place in Clinton Hill, owned by Terry Tiringer, has a notable history of compliance issues and safety concerns since at least 2011.

Most recently, there have been recurring violations from 2021 to 2024 related to the failure to file required annual bedbug reports, with the most recent open violation recorded in April 2024. These violations, while classified as "Class A" under the Housing Maintenance Code, primarily relate to administrative compliance rather than direct safety concerns. The building experienced a significant safety issue in 2018, when an Environmental Control Board violation was issued due to inadequate fall protection at an elevation of approximately 5 feet from ground level at the newly paved space left and backside of the building.
