The three-story, six-unit tenement building at 2363 81st Street in Gravesend, owned by Oikeung Yeung, has experienced several significant maintenance issues over the past three years. Most recently, in May 2025, multiple heat and hot water complaints were filed and investigated by the Department of Housing Preservation and Development (HPD), though access to inspect the alleged deficiencies was not granted in one instance.

This followed an October 2023 heat-related emergency complaint and continues a concerning pattern of heating system problems. The summer of 2024 brought multiple maintenance issues, including violations related to garbage/recycling storage and pest control, with particular attention to cockroach infestations in apartment 2R and public areas. Several building system deficiencies were documented, including problems with doors and security features, as evidenced by violations regarding self-closing doors and lock mechanisms in July-August 2024.

Importantly, there are currently two open Class C violations from September 2024 concerning door access to the fire escape from apartment 2R and a self-closing door issue at the first-story fire door. The building has maintained an active bedbug monitoring program from 2019 through 2025, with all reports indicating zero infested units during the reporting periods, though this is overshadowed by the more recent heating system and pest management concerns. The most recent rodent inspection in July 2024 passed, suggesting that while pest control remains a consistent concern, recent interventions may be having some effect.
