2003 Avenue J is a 4-story, 30-unit New Law Tenement building constructed in 1920, currently owned by 2003 Realty LLC. The building has experienced several significant maintenance issues over the past few years, most notably recurring heat and hot water problems. Multiple complaints were filed about lack of heat and hot water in 2021 (entire building), 2020 (apartment only), and 2019, though HPD reports indicate these issues were resolved each time. In 2020, there were complaints about plumbing issues with steam pipes/riser and wall problems, though inspectors were unable to gain access to investigate.

A heavy water leak incident was reported in January 2019, which was investigated without resulting violations. The building has faced several Housing Maintenance Code violations, including failure to maintain proper carbon monoxide and smoke detectors in Apartment 4C, issues with a key-operated lock on a fire escape window, and multiple violations regarding bedbug reporting requirements in 2019, 2021, and 2022. Despite these issues, the building's management has maintained an active bedbug management record, with reports showing zero infested units and successful eradication since 2021. A rodent inspection conducted in December 2019 showed compliance with rodent control requirements. While the building has experienced recurring heat/hot water issues and various maintenance violations, recent bedbug and rodent control records suggest improved management of certain pest control aspects. The most recent bedbug report from December 2024 indicates no current infestations or eradication needs.
