Rent & eviction protection

Is 950 Pine St rent-controlled?

San Francisco's Rent Ordinance caps rent increases and provides eviction protection for most residential units built before 1979 with 2+ units. Here's how this building scores.

Statewide backstop · AB 1482

California Tenant Protection Act of 2019

Even when a building isn't covered by local rent stabilization, the statewide Tenant Protection Act (AB 1482) may still apply. It caps annual rent increases and requires the landlord to state a legal reason to end most tenancies.

Built 1912
Annual rent increase cap
5% + CPI, max 10%
Just-cause eviction
After 12 months
Local rent control likely takes priority. This building appears to fall under the local ordinance above, which is stronger than AB 1482. Where a local just-cause ordinance applies, its rules govern instead of the state cap.

AB 1482 does not apply to single-family homes and condos unless owned by a corporation, REIT, or an LLC with a corporate member; to owner-occupied duplexes; or to deed-restricted affordable housing. The Act is in effect until January 1, 2030. Not legal advice — see the California landlord–tenant guide.

Initial analysis

950 Pine Street is a 38-unit, 4-story multi-family residential building built in 1912 and currently owned by 950 Pine Street Partners. The property has undergone several significant safety improvements over the years, including a completed soft-story retrofit in 2015 (cost: $235,000) and various electrical upgrades such as emergency lighting installation in 2015. However, the building has experienced several recurring maintenance issues, particularly in recent years. Notable recent complaints include persistent elevator problems (2021-2022), plumbing issues (2024), and multiple fire safety violations, with the most recent being related to sleeping area requirements and alarm systems (2023-2024). The building also underwent some major repairs in 2019, including remediation of multiple violations related to general maintenance, plumbing, and interior surfaces, all of which were abated by August 2019. The property has consistently required attention to its fire safety systems, with violations and corrections needed for sprinklers, extinguishers, and alarm systems recorded between 2017 and 2024. Recent 311 calls (2024-2025) indicate ongoing issues with garbage and debris, while complaints in 2023-2024 suggest some tenant dissatisfaction with maintenance response times. The building completed its soft-story upgrade as a Tier 2 property and received its Certificate of Final Completion, demonstrating compliance with important seismic safety requirements.

What's driving this score

The three data points that most influenced this building's risk rating — ranked by the weight the model placed on each one.

Total floor area — a proxy for building scale and the number of systems (plumbing, electrical, HVAC) that can fail.

Number of units

The number of units affects how the model reads complaint and violation totals — more units means more potential sources.

Notices of Violation (past 7 years)

DBI issued Notices of Violation at this address over the last 7 years — a direct record of code enforcement activity.

2026
DBI Complaint Jun 02
I am a tenant at this property filing a formal complaint regarding uninhabitable living conditions, inadequate ventilation, and a non-responsive landlord/housing agent. there is severe, visible mold growth in both the bathroom and the living room, which appears to be paired with underlying water damage. an independent mold test kit has confirmed the severity of the mold presence. the apartment's ventilation system is failed/inadequate, causing moisture to trap and further fueling the mold growth. over the course of living in this space, the poor air quality and mold exposure have caused me to experience severe allergies and asthma-like respiratory symptoms. may 19, 2026: i contacted both the landlord and the housing agent to notify them of the ventilation failure and mold growth.
