Initial analysis

The 9-unit, 3-story multi-family residential building at 1987 California Street, owned by Wu 2004 Exemption Trust, was constructed in 1922 and has undergone several significant improvements and faced multiple maintenance challenges over recent years. Most notably, in August 2024, the building experienced substantial water-related issues, requiring emergency repairs in units 101, 201, and 301 due to water damage from broken pipes, with associated electrical work to install GFCI plugs and reset lighting fixtures. This incident resulted in multiple building complaints regarding water intrusion, plumbing leaks, and mold. The building successfully completed mandatory soft-story retrofit work in 2017, which included foundation strengthening and shear wall modifications. Other significant improvements include a bathroom remodel in unit 102 (2022), replacement of the heating boiler (2021), and a roofing project (2010). The property has documented some concerning maintenance issues, including a November 2023 complaint about uncollected trash attracting pests, and historical complaints about lead paint disturbance in 2017. While the building has experienced several fire alarm activations over the years, none resulted in civilian injuries, and there were no merit finding for two fire-related complaints in 2006 and 2017. Recent parking-related issues have been documented through multiple 311 calls in 2024, though these are external to the building itself. The building's management has generally addressed repair and improvement needs, as evidenced by the completion of numerous building permits, though the recent water damage incidents indicate some ongoing maintenance challenges.

Date last observed: 29-apr-26; floor: main; exact location: main bldg; building type: residence/dwelling other building; disabled acc: entrance; disabled acc: doors; ; additional information: i am a tenant at 1987 california st and am submitting a complaint regarding accessibility of a common area door. self-closing/locking door mechanisms were recently installed on hallway and laundry room doors throughout the building. the laundry room door on the first floor now requires considerable force to open and has become inaccessible for at least one resident - a 92-year-old woman on the first floor - who has expressed significant difficulty using it. i raised this concern with our property management company, west coast property management (contact: rita lee, [email protected], 415-789-3566), and was told the tension cannot be adjusted as the closers are code-compliant. however, my understanding is that door closer tension can be calibrated while still meeting fire code latch
