Initial analysis

2285 Bay Street is a 12-unit, three-story multi-family residential building located in San Francisco's Marina neighborhood, built in 1929 and currently owned by Jeffrey Litke Revocable Trust. The building has faced ongoing compliance issues with San Francisco's mandatory Soft Story Retrofit Program, currently classified as Non-Compliant in Tier 4, though previous violations from 2019 were abated in 2020 through seismic retrofit work valued at $65,000. Recent significant safety upgrades include a fire alarm system replacement completed in 2020-2021 costing $7,000, with multiple fire safety complaints being addressed including exit maintenance issues in 2024 and 2018, with all conditions corrected.

The property has a history of maintenance and safety compliance challenges, including a cluster of building violations in 2001 related to interior surfaces (walls, ceilings, floors), fire escape maintenance, and sanitation. These issues, along with exterior paint problems noted in 2017, were officially abated in March 2020. The building underwent interior improvements in 2007, including kitchen and bathroom renovations in unit #10, totaling approximately $35,000, along with various electrical and plumbing upgrades. Recent activity shows attention to building systems and infrastructure, though current Soft Story Non-Compliance status remains a notable concern. The property has experienced multiple parking-related issues in the vicinity, as evidenced by numerous citations in 2023, though these are outside the building's direct maintenance concerns.

DBI rarely finds violations here. Strong maintenance history and a clean complaint record.

Grade C — Moderate risk

Some past violations or complaints on record. Worth asking the landlord about any open issues before signing.

DBI Complaint Feb 09
Date last observed: 07-feb-26; time last observed: 3:10pm; floor: 4; unit: 9; exact location: main bldg; building type: residence/dwelling mold; ; additional information: ongoing mold concern after maintenance workers responded to water intrusion that caused mold on the plywood under the paint in my bedroom. i reported smelling mold that prompted the search and discovery of the source of the mold, being a crack on the exterior of the window on the right side. the crack was sealed and the wall was supposedly cleaned, spackled and painted but i can still smell mold. my concern is that the mold was only removed on the surface, not at the source, and that it's making my cat sick.;
