Initial analysis

1865 Oak Street is a 12-unit, 3-story multi-family residential building constructed in 1927, located in the Haight-Ashbury neighborhood. The building has undergone several significant safety upgrades in recent years, most notably the completion of a $38,137 fire alarm system upgrade in November 2023 to comply with San Francisco Fire Code requirements, and a $85,000 soft-story retrofit completed in 2018 as part of mandatory seismic improvements. The building has experienced some recurring issues with its boiler permit compliance, with the most recent active complaint filed in September 2024 regarding an expired permit, following a similar pattern of complaints in 2021, 2020, and 2013, though most were resolved within 1-2 months.

Historical records show the building has addressed several maintenance and safety issues, including multiple fire repairs in 1993 following roof damage, and various interior maintenance matters in the early 2000s related to bathroom windows, lead paint concerns, and mold/mildew issues. The property has maintained regular inspections and corrections of fire safety equipment, with multiple fire alarm and extinguisher system inspections between 2006 and 2023 showing generally prompt attention to safety concerns, though there was a violation issued in 2022 regarding the alarm system that was subsequently corrected. Recent 311 calls have primarily related to external matters such as parking enforcement and street cleaning, with only one incident of building graffiti reported in 2017 that was promptly resolved. The building's owners have demonstrated ongoing commitment to addressing both routine maintenance and urgent safety improvements, as evidenced by recent major system upgrades and compliance with city-wide seismic retrofit requirements.
