Initial analysis

The 1756 Waller Street property is a 2-unit, 2-story multi-family residential building constructed in 1900, currently owned by the Valdespino Trust. Recent major renovations in 2023 involved substantial work on both units, including kitchen and bathroom remodels, electrical upgrades, and dry rot repairs, with permits totaling over $157,000 in construction costs. These improvements included replacing cabinets, countertops, fixtures, and adding new electrical receptacles and lighting. However, significant concerns were raised in October 2023 regarding unauthorized work, including unpermitted modifications to gas lines, electrical systems, and structural elements, particularly involving the attic space conversion, foundation work, and various deck and stair constructions. The building has a history of permit violations from 2005 concerning unauthorized attic remodeling, bathroom installations, and electrical modifications, though these were subsequently addressed and abated.

The property underwent substantial improvements in the early 2000s, including electrical service upgrades, reroofing, and garage door replacements. A notable building complaint was filed in 2014 regarding potential illegal short-term rentals, which was later closed with no violation found. Safety concerns included a fire complaint in 2018 regarding blocked exits, which was referred to the Department of Building Inspection. The most recent building issues primarily involve questions about permit compliance for various modifications made throughout the property, particularly during the 2023 renovation period. While recent improvements suggest ongoing maintenance of the property, the cluster of unresolved permit compliance issues from 2023, especially regarding structural and safety concerns, represents the most significant current concern for the building.
