Initial analysis

The 4-unit, 2-story multi-family apartment building at 359 19th Avenue in the Central Richmond neighborhood, owned by CC&R Ventures LLC, was constructed in 1973 and has experienced several significant maintenance and safety issues over its history. Most notably, in 2019, multiple complaints were filed regarding mold and ventilation problems in one of the bathrooms, with tenants reporting inadequate responses from the landlord, including improper bathtub replacement, drainage issues, and inadequate ventilation improvements. The building has a documented history of fire safety violations from October 2002, including issues with fire extinguisher maintenance and smoke detector installation, though these violations were promptly addressed within two weeks of being issued. Since then, there have been three routine housing inspections (2002, 2009, and 2019) with the most recent inspection focusing on the aforementioned mold issues.

Recent records from late 2023 show multiple external challenges near the property, including three garbage and debris incidents in 2024 (involving a refrigerator, mattress, and general garbage), and several parking enforcement actions for blocking driveways. There have also been two encampment-related incidents near the property in December 2023, with one involving an aggressive individual attempting to camp in a garage doorway at a neighboring address. While these external issues do not directly reflect on the building's internal conditions, they provide context about the immediate neighborhood environment. The building's planning records indicate that it is classified as a 4-unit, 2-story structure over a garage, and had CEQA Clearance issued, suggesting compliance with environmental regulations at the time of review.

DBI Complaint Aug 26
Caller complains that the landlord hasn't properly addressed issues of mold/mildew in the bathroom of the apartment. landlord told the tenant that she would address several issues of mold/mildew. first, she stated she would replace the bathtub but instead just painted over it which has created more mildew. second, the landlord told tenant she would replace the bathroom sink as it as mold due to water around the sink that won't drain. lastly, the landlord also stated she would replace the vent in the bathroom to help mitigate mold/air flow issues but hasn't done it. the bathroom has no windows and has poor ventilation. the counter top in the bathroom isn't flat which causes water to build up and create mold. there's mold building up on the sink top as well due to water building up on it.
