Initial analysis

The two-story, four-unit multi-family residential building at 462 27th Ave in the Central Richmond neighborhood, owned by Harry Y & Patricia Lee Gee, has a documented history of maintenance and safety issues dating back to 2003 that have generally been addressed. In May 2003, multiple building violations were recorded, including concerns about emergency exits, smoke detectors, gas utility shutoff tools, and exterior stair steps, all of which were abated by July 2003. That same year, there were complaints about inadequate heating, an electrical safety issue involving an unlicensed contractor, and a specific violation requiring electrical code corrections in apartment #4. More recently, in December 2024, there was a complaint about window leaks affecting unit #3, with reports of ventilation issues and work not being completed in a timely manner. A fire safety complaint regarding blocked exits was filed in March 2024 and was reportedly corrected by June 2024. The property has also been the subject of numerous parking enforcement calls, particularly regarding sidewalk parking violations, with several citations issued between late 2023 and early 2024, though most of these cases resulted in unable-to-locate outcomes for the responding officers. The building's age (constructed in 1924) and its history of various code violations and maintenance issues suggest ongoing attention to building systems and safety features is required, though most documented violations have been resolved in accordance with regulatory requirements.
