The 4-unit, 2-story multi-family residential building at 423 23rd Avenue in the Central Richmond neighborhood has a history dating back to its construction in 1971. The most significant safety-related incident occurred in June 2003 when multiple violations were recorded regarding the absence of required smoke detectors in the lobby and stairwell areas.

These violations were promptly addressed and abated by July 2003, following the issuance of Notices of Violation (NOVs) on July 2, 2003. More recently, the building has experienced recurring issues with driveway blockages, particularly during 2024, with multiple citations issued to various vehicles between December 2023 and October 2024.
