Built in 1923 and owned by Yuan Allen G L & Jiang Paul, the building underwent several significant changes and faced multiple violations in 2001. The most concerning issue during that time was the illegal conversion of a garage space into a two-room apartment, creating an unauthorized third dwelling unit in the building.

This unauthorized unit reportedly lacked proper fire safety measures, including fire-rated construction, two exits, automatic fire sprinklers, and smoke detectors, as well as legal heat and adequate light and ventilation. Additionally, there were multiple health and safety concerns related to lead paint hazards, plumbing and electrical violations, and egress obstructions.
