The Site has "NCT-Upper Market Street Transit" zoning, is located in the Upper Market Plan Area and "Upper Market Street Commercial Historic District" and straddles the 50-X and 40-X Height/Bulk Districts. It contains an existing commercial building (2,375 sf) and a 3-unit entirely owner-occupied residential building (4,725 sf) -- both of which have been deemed non-historically significant by the Planning Department -- as well as a surface parking lot containing 15 spaces. Keystone LLC, the Project Sponsor, proposes to demolish the existing structures and parking lot and redevelop the property per the State’s Density Bonus Law (California Government Code Sections 65915-65918) into an ownership housing mixed-use project. The project consists of (91) Dwelling Units and street-activating Retail Space. The proposed building (aka the "Bonus Project") is 8 stories over 2 basement levels with a height of approx. 85’. The building has a (Residential) Gross Floor Area (GFA) of 62,890 sf. (155) Class I and (8) Class II bicycle parking spaces are provided. There is no automobile parking. The Density Bonus Law entitles a Bonus Project with maximum 50.00% density bonus if at least 15% of its Base Study Units are affordable to Very-Low-Income (50% AMI) households. Accordingly, at a minimum, 9 below-market-rate Units at 50% AMI will be provided on-site. Additionally 4 inclusionary (below-market-rate) units will be provided on-site.
