Initial analysis

58 Shotwell Street is a two-unit, two-story multi-family residential building located in San Francisco's Inner Mission neighborhood, built in 1908 and currently classified as a Flats & Duplex property. The building has recently faced significant regulatory scrutiny, with active violation complaints filed in November 2024 indicating unauthorized alterations to the property. These violations include the illegal conversion of the rear structure into an unauthorized dwelling unit, which reportedly contains improper plumbing and electrical wiring, lacks a permanent heating source, has inadequate means of egress, and potentially did not use required one-hour fire-resistant materials during construction. Additional recent concerns involve electrical issues throughout the building, including problems with lighting, switches, receptacles, and a disassembled electrical panel, though some of these issues have been addressed through permits completed in January 2025.

The property has a history of maintenance and safety concerns dating back to 2015, including violations related to inadequate lighting, weather protection, stairs repair, drainage pipes, security requirements, and general maintenance issues. Recent 311 calls from 2024 indicate ongoing cleanliness and waste management challenges in the vicinity, with multiple reports of garbage and debris, some of which have been identified as homeless property. Several encampment and noise reports from mid-2024 suggest community safety and quality of life concerns in the surrounding area, with one noise complaint still marked as open. The building's recent permit activity shows some responsiveness to electrical issues, though many of the current violations represent significant health and safety concerns requiring urgent attention.
