Initial analysis

The property at 640 Church Street is a two-unit, two-story multi-family residential building located in the Eureka Valley/Dolores Heights neighborhood. Built in 1941 and currently owned by David M. Lasner, this flats/duplex property has undergone several significant maintenance and improvement projects over the past three decades. Most recently, in 2021, the building received a substantial $22,500 reroofing project, following earlier roof work in 2005 ($10,500) and 1993 (expired). Important structural improvements were made in 2016, including the replacement of wood beams and columns with steel beams ($50,000) and the legalization of various features, including the rear deck and front facade windows, to comply with inspection requirements. The building's systems have also been maintained, with complete replacement of two heaters in 2014.

The property has experienced numerous 311 calls in recent months (2023-2024), primarily related to parking issues and street maintenance outside the building, rather than internal property concerns. These external matters include several cases of defaced parking signs, illegal postings, graffiti, and resolved street cleaning issues. While these exterior issues do not directly impact the building's habitability, they may affect the general area around the property. The building's maintenance history shows regular upkeep, particularly with roofing systems, and addresses structural requirements as needed, including compliance with city inspection requirements.

I received updated information that he may be living in one unit and working in the other. When the unit where lives is being used as an Airbnb up to 90 days/year, he lives in the other unit where he works. I’m not certain how/if that changes anything for short-term rental purposes. I looked at some of your FAQs, but I don’t really know much about your programs.
