Initial analysis

51 Boardman Place is a 3-unit, single-story multi-family residential building located in San Francisco's South of Market neighborhood. The building, constructed in 1907 and currently owned by the Arthur E Behne 2013 Trust, has undergone several significant structural and maintenance updates over the years. Most recently, in 2021, the building had important infrastructure work completed, including a sewer and house trap replacement. A concerning incident occurred in May 2020 when a gas leak was reported in the common area, resulting in PG&E disconnecting the gas service, though records show the building remains not active on this complaint. The building's maintenance history shows attention to critical structural elements, with foundation repair and pier level adjustments completed in 1992, and a reroofing project carried out in 2006.

The property has experienced recurring issues with environmental cleanliness around the perimeter, particularly evident between 2019 and 2022, with multiple reports of hazardous materials including medical waste (needles), human/animal waste, and glass. These external cleanliness issues were systematically addressed through various city departments such as DPW Operations and Recology. A fire safety concern was noted and promptly corrected in October 2014 regarding blocked exits. While the building has maintained basic structural and safety systems through regular updates, as evidenced by the plumbing and roofing work, the recent gas supply interruption and multiple external cleanliness issues suggest ongoing challenges with maintaining both internal systems and the surrounding environment.

The garbage cans have always been in the garage but the management company claims the cans makes their downstairs unit unrentable and now they moved all 6 garbage cans to the back yards where children play and active use form all tenants and fruit trees we eat off of, even some in the middle of the yard. they are neglecting other area of the back yard where the cans could be stored. already discussed with them the problem with cans being in the back yard due to the raccoon problem we already have also cans placed in the yards are right next to my living room door. i have already told them they have too many garbage cans and that the cans have not been replaced or disgarded in many many years.
