COMPLAINT SUBMITTED: I request review of possible noncompliance with conditions of approval for 800 Indiana Street, Planning Case 2011.1374KX. Location: Avalon Dogpatch Dog Park in the unaccepted dead-end portion of the 20th Street right-of-way immediately north of 800 Indiana Street (Block 4105/Lot 009), with entrance from Indiana Street. The Commission materials describe the project’s public-realm improvements as including a public dog park. The approval also states: “The Project Sponsor shall maintain the main entrance to the building and all sidewalks abutting the subject property in a clean and sanitary condition” in compliance with Public Works standards. On August 13, 2026, I documented recurring dog feces and a strong urine odor. SF311 cases 101004621449, 101004621458, and 101004621459 remain open. Avalon opened a maintenance request and marked it resolved on August 14. On August 15, the park was still dirty, a new pile of dog feces was beside the entrance, and a strong odor remained throughout much of the park. Public Works record 15ME-0011 says maintenance is governed by an Encroachment Maintenance Agreement. Public-records request 26-7533 seeks the executed agreement and current responsible party. I am not asserting who currently holds the full park-maintenance obligation. Please determine whether the conditions at the entrance or within the park constitute noncompliance with Case 2011.1374KX or its sidewalk-maintenance condition. If they do not, please refer this complaint to the appropriate department and record that disposition in the complaint file. The recurring waste and odor have not been durably resolved by spot cleanup; an inspection and a reliable cleaning and maintenance plan appear warranted.
