Initial analysis

This four-story, three-unit multi-family residential building at 1075-1079 Texas Street in Potrero Hill was constructed in 2004, following the demolition of an earlier single-family dwelling. The building was equipped with modern safety systems during construction, including a comprehensive fire sprinkler system (NFPA 13) and a fire alarm system, though there have been recurring fire safety issues over the years. Most recently, in September 2024, there were complaints about water leaks, mold, and non-functional carbon monoxide/smoke detectors, which remain active. There were also concerning reports in February 2024 regarding unregulated dog boarding activities by a master tenant, though this complaint has been marked as not active.

The building has experienced several fire safety concerns throughout its history, including multiple issues with sprinkler systems, fire alarms, and extinguishers between 2016 and 2023, with the most recent complaint in May 2023 resulting in corrections by July 2023. A notable cluster of building violations occurred in July 2007, involving fire extinguisher requirements and gas meter instructional diagram postings, though these were abated by September 2007. The property has generated multiple 311 calls in early 2025 concerning various issues including garbage and debris, sewage discharge, and parking violations, with one pavement defect report currently open. While the building has had several false alarm incidents reported by the fire department, including smoke detector activations and a carbon monoxide detector activation (all with no civilian injuries), the presence of these recurring safety concerns suggests ongoing maintenance challenges.
