Initial analysis

The Lin Trust-owned property at 1446-1448 Rhode Island Street is a two-unit, two-story multi-family residential building constructed in 1908 in Potrero Hill. The building has undergone several significant improvements over the past few years, with the most recent major work including a complete sewer line replacement with backflow installation for the lower unit in January 2021, and the replacement of five windows in October 2019 costing $16,000. The building experienced multiple violations in early 2018, including water damage, interior surface issues, and safety concerns related to fire alarms and carbon monoxide detectors, though all these violations were abated by January 2020 following the issuance of final warning letters in September 2019.

Historical records show earlier substantial work including a $40,000 upgrade to the rear means of egress in 2004, and various maintenance issues such as siding repairs in 2018 and roofing work in the mid-1990s. The property has had recurring parking enforcement issues, particularly regarding sidewalk parking, with multiple citations issued between 2018 and 2025. A recent sewage backup was reported in April 2024, though this service request was cancelled. The building's maintenance history shows active management response to both building code compliance and general upkeep, with all identified violations being addressed within a reasonable timeframe. The most recent parking-related incidents suggest ongoing challenges in the immediate vicinity regarding parking enforcement, though these are not directly related to building conditions or management.
