Initial analysis

1913 Oakdale Avenue is a two-unit multi-family residential building located in the Silver Terrace neighborhood, constructed in 1992 and currently owned by the Albert Jr Estate. The property has experienced several significant maintenance and compliance issues over the years, with the most serious concerns emerging between 2009 and 2018. These included recurring problems with mold and mildew in various areas of the building (bathroom, closets, under kitchen sink, and on walls/ceiling), pest infestations involving roaches and termites, and access issues related to electrical overcurrent devices. All these violations were officially abated by February 2018. The building's electrical infrastructure received a significant upgrade in 2006 with a completed 200-amp underground conversion.

More recent years show relatively fewer internal issues, though there was a tenant buyout recorded in December 2020 for $300. The property has generated multiple 311 calls between 2022 and 2025, primarily related to street cleaning and garbage issues outside the building, including reports of hazardous materials (glass) in October 2022, which remains open. The most recent service request was for garbage and debris on the property in January 2025. While these external maintenance issues are concerning, they are not directly related to the building's internal conditions.
