Rent & eviction protection

Is 454 Jersey St rent-controlled?

San Francisco's Rent Ordinance caps rent increases and provides eviction protection for most residential units built before 1979 with 2+ units. Here's how this building scores.

Statewide backstop · AB 1482

California Tenant Protection Act of 2019

Even when a building isn't covered by local rent stabilization, the statewide Tenant Protection Act (AB 1482) may still apply. It caps annual rent increases and requires the landlord to state a legal reason to end most tenancies.

15+ years since occupancy
Built 1900
Annual rent increase cap
5% + CPI, max 10%
Just-cause eviction
After 12 months
Local rent control likely takes priority. This building appears to fall under the local ordinance above, which is stronger than AB 1482. Where a local just-cause ordinance applies, its rules govern instead of the state cap.

AB 1482 does not apply to single-family homes and condos unless owned by a corporation, REIT, or an LLC with a corporate member; to owner-occupied duplexes; or to deed-restricted affordable housing. The Act is in effect until January 1, 2030. Not legal advice — see the California landlord–tenant guide.

Initial analysis

The Jacobs-gomes Family Trust owns this two-unit, two-story multi-family residential building located at 454 Jersey St in Noe Valley. Built in 1900, this flats/duplex structure has a documented history of only one significant building improvement: a $12,500 reroofing project completed in 2000.

The property has experienced an unusual concentration of parking enforcement issues over the past year, particularly between January 2024 and January 2025, with nine documented incidents of either driveway blocking or sidewalk parking violations, most of which were resolved through officer interventions. Eight of these cases were related to specific vehicles: a black BMW X5 with license plate 8MAT286 appeared in multiple reports between April and June 2024, while a grey Lexus (9CPK377), a blue Toyota Prius (7ACW956), and a black Toyota sedan (9BWX269) were also cited for driveway blocking violations in various months. The building's parking situation has generated consistent concerns, though most incidents were addressed by enforcement officers, resulting in citations or other resolutions in almost all cases. The only documented structural improvement in recent history remains the completed reroofing from over two decades ago, with no other permits or major building modifications recorded in the available data.

Risk rating

How 454 Jersey St's risk score is calculated

We trained a model on 7 years of SF DBI inspection data — notice of violation filings, complaint history, and owner track records. It estimates the probability that DBI inspectors will issue a Notice of Violation at this address in the next 12 months. Lower % = safer.

What the score means for you

Lower risk — safer than most nearby

DBI rarely finds violations here. Strong maintenance history and a clean complaint record.

Typical — about average for the neighborhood

Some past violations or complaints on record. Worth asking the landlord about any open issues before signing.

Higher risk — riskier than most nearby

What's driving this score

The three data points that most influenced this building's risk rating — ranked by the weight the model placed on each one.

Precise location is a proxy for neighborhood-level risk — some SF blocks have systematically higher DBI activity.

Building permits, owner's portfolio

Permits pulled across all of this owner's buildings over 7 years.

Building age

Older buildings tend to have more maintenance challenges; SF's pre-1906 earthquake housing stock carries distinct risk.

The story over time

454 Jersey St event timeline

Violations, complaints, fire incidents, permits, and buyouts — most recent records in order.

2025
DBI Complaint Jul 18
I am unsure of the potential cause but whenever i or my guests are in the dwelling for 30 minutes to 1 hour with the doors and windows closed (typically due to the cold weather, we're unable to provide natural ventilation) we experience the following symptoms: nausea, light-headed, pain in upper left side, dizziness. when i moved in, i had to notify pge of a strong gas order. the leaks have supposedly been fixed but these symptoms persist. the pge rep noted a moist smell when inspecting the area where the leaky pipes were located. i am concerned about gas, co, mold, mildew, and improper ventilation which may be contributing the the persistent symptoms felt when in the dwelling for 30+ minutes.
