Rent & eviction protection

Is 464-468 Bartlett St rent-controlled?

Statewide backstop · AB 1482

California Tenant Protection Act of 2019

Even when a building isn't covered by local rent stabilization, the statewide Tenant Protection Act (AB 1482) may still apply. It caps annual rent increases and requires the landlord to state a legal reason to end most tenancies.

Built 1912
Annual rent increase cap
5% + CPI, max 10%
Just-cause eviction
After 12 months
Local rent control likely takes priority. This building appears to fall under the local ordinance above, which is stronger than AB 1482. Where a local just-cause ordinance applies, its rules govern instead of the state cap.

AB 1482 does not apply to single-family homes and condos unless owned by a corporation, REIT, or an LLC with a corporate member; to owner-occupied duplexes; or to deed-restricted affordable housing. The Act is in effect until January 1, 2030. Not legal advice — see the California landlord–tenant guide.

Initial analysis

The three-story, seven-unit apartment building at 464-468 Bartlett Street in the Inner Mission, owned by Suzanne Tate Tr, has experienced several significant events since its construction in 1912. Most notably, in May 2019, the building suffered substantial damage from a kitchen fire that rendered one unit uninhabitable and caused damage to walls, ceilings, and the roof, which required extensive repairs costing $75,000. The fire incident triggered various repair work including new roof installation, replacement of damaged kitchen and bathroom fixtures, and upgrades to electrical and plumbing systems. Prior to the fire, the building had notable overcrowding concerns, with a 2017 complaint reporting 11 people living in one apartment and blocked hallways creating potential fire hazards. The building has undergone several major renovations over the years, including foundation work in 2002, a comprehensive renovation in 2003 involving framing repairs, window replacement, and staircase modifications, and reroofing work in 2005.

The property has a history of regulatory scrutiny, particularly in the early 2000s, with multiple housing inspection complaints regarding fire safety equipment, stair repairs, and security violations - though these were ultimately abated in 2004. Recent years have seen recurring issues with graffiti and sanitation concerns in the surrounding area, as evidenced by multiple 311 calls between 2022 and 2024, primarily related to street cleaning and debris removal. The building's maintenance history shows regular efforts to address infrastructure needs, with various sidewalk and street space permits issued, including recent permits in 2019. While the building has faced challenges in the past, particularly related to fire safety and overcrowding, recent major repairs and improvements suggest ongoing maintenance and compliance efforts by the current ownership.

Model explanation

What's driving this score

The three data points that most influenced this building's risk rating — ranked by the weight the model placed on each one.

Building size

Total floor area — a proxy for building scale and the number of systems (plumbing, electrical, HVAC) that can fail.

Property class

The assessor's property-class code, which correlates with building type and the violation rates the model expects. This code is grouped with other less-common classes.

Number of units

The number of units affects how the model reads complaint and violation totals — more units means more potential sources.

DBI Complaint Apr 15
After storms in february 2026, we noticed a leak in the back wall of our apartment (468 1/2 bartlett st), and some water damage to the wood around the windows there as well. subsequently, it has smelled mildewy in this back room, and i;d like to request a city inspector come out to do an assessment of the mold and dampness.
