Initial analysis

The 12-unit, two-story multi-family residential building at 524-532 27th Street in Noe Valley, owned by Rosemary Court Properties L, was constructed in 1969 and has undergone several significant safety improvements over the years. Most notably, the building completed mandatory seismic retrofitting in 2017 under San Francisco's soft-story program, which included ground floor reinforcement, addition of shearwalls, and anchor sill bolting to the foundation, with a documented cost of $140,000 across two permits. Historical seismic improvements were also performed in 1995, demonstrating ongoing attention to structural safety. More recently, in early 2020, emergency lighting systems were installed in response to a violation from December 2019, which remains active along with several other fire safety issues that were documented during a routine inspection.

The building's maintenance history reveals several areas requiring attention, particularly in 2019-2020, when violations were recorded for fire proofing repairs, electrical upgrades, combustible storage concerns, and the need for illumination in exit corridors. Four fire-related violations were addressed in 2000 regarding egress requirements and fire extinguisher maintenance, though these were promptly abated. The property has had regular routine inspections by Housing Inspection Services, with the most recent inspection in 2019 showing multiple active violations. Outside the building itself, there have been various municipal service requests recorded through 311, including reports of sidewalk defects, illegal parking, and general cleaning needs, though these do not directly reflect building conditions. While the 2019-2020 violations indicate some lingering safety concerns, the completion of seismic retrofitting and emergency lighting installation shows progress toward addressing these issues.

2026
Planning Record Feb 09
The unit at 528 27th St. Apt 2, San Francisco, CA 94131 has been illegally subletting every week hosting short term guests. They currently have subletters living in their one bedroom apartment/townhouse right now, Nov 2. They live upstairs and the guests stay in their bedroom. I have recorded such incidents occurring since 2023, sometimes having two guests stay at a time. There has been consistent activity with illegal subletters staying almost every week since I can hear them in the apartment. The times I have seen the illegal subletters and remembered to record the incident in the building have been on: April 24, 2025 - Unknown person claiming to be a pet sitter. Tenants are home and occupying the property. Unknown person attempted to use the washer and dryer. April 20, 2025 - White man buying Fiorella pizza entering the building and going inside the Apt 2. Feb 20-25, 2025 - Saw two people, a man and a woman, staying at tenants property with them present. Heard suitcases and female tenant when caught by other tenants leaving and asking “what time should I come back.” I have reported it to the landlord who has not taken action. I would like to remain anonymous out of fear of retaliation including indicating that I am a current resident who can hear the noises from the subletters. I would like that detail to not be communicated to them since they have been aggressive in the past.
