Initial analysis

The 6-unit, 2-story multi-family residential building at 1083 Lombard Street in Russian Hill, built in 1909 and currently owned by the Iveli Thomas Estate, has experienced a series of significant maintenance and heating system issues in recent years. Most notably, from early 2023 through mid-2023, multiple complaints were filed regarding insufficient heat, including one in February 2023 documenting no heat for two weeks and another in June 2023 expressing concerns about mold from neglected air filters. The building's heating system has undergone various modifications, including the installation of a heat pump in 2015 and several gas fireplaces between 2012-2019, suggesting ongoing attempts to address temperature control issues. Structural and safety maintenance has included work on beams and posts in 2017, a new redwood fence installation, and various plumbing updates including water service replacement in 2019.

The building has a history of heating-related violations, including significant complaints in 2015, 2018, and 2023 regarding inadequate heat provision, though many of these issues have been marked as resolved. Other notable past issues include interior damage (2018 complaints regarding walls, ceilings, and an intercom system), which were addressed relatively quickly. The property underwent several preventative maintenance projects, including reroofing work in 1995 and 2013, and window replacements in 1991. Fire safety equipment maintenance violations were recorded in 2006 but were corrected. Recent 311 calls from 2023 document various issues including service requests and graffiti, while concerns about sewer backups were addressed by PUC Sewer Ops in December 2018. The building's maintenance history shows regular upkeep and attempts to address tenant concerns, though recent heating system reliability remains a notable ongoing issue.
