Rent & eviction protection

Is 270-272 Turk St rent-controlled?

San Francisco's Rent Ordinance caps rent increases and provides eviction protection for most residential units built before 1979 with 2+ units. Here's how this building scores.

Statewide backstop · AB 1482

California Tenant Protection Act of 2019

Even when a building isn't covered by local rent stabilization, the statewide Tenant Protection Act (AB 1482) may still apply. It caps annual rent increases and requires the landlord to state a legal reason to end most tenancies.

Built 1927
Annual rent increase cap
5% + CPI, max 10%
Just-cause eviction
After 12 months
Local rent control likely takes priority. This building appears to fall under the local ordinance above, which is stronger than AB 1482. Where a local just-cause ordinance applies, its rules govern instead of the state cap.

AB 1482 does not apply to single-family homes and condos unless owned by a corporation, REIT, or an LLC with a corporate member; to owner-occupied duplexes; or to deed-restricted affordable housing. The Act is in effect until January 1, 2030. Not legal advice — see the California landlord–tenant guide.

Initial analysis

The 270-272 Turk Street building is a 10-story, 86-unit multi-family residential structure built in 1927 located in San Francisco's Tenderloin neighborhood. The property has undergone significant safety upgrades in recent years, including the installation of fire sprinklers in previously unsprinklered units (completed in 2020), an upgraded fire alarm system (2019), bathroom exhaust fan installations throughout residential units (2019), and emergency responder radio coverage system improvements (2019). However, there are ongoing concerns with building maintenance and safety systems. Recent tenant complaints from 2024 have reported issues with heat and hot water systems, slippery bathroom conditions leading to safety concerns, and water damage to walls resulting in mold. The building has experienced recurring fire safety violations, with the most recent citations in 2024 related to sprinkler system compliance and emergency response communications systems. Between 2022-2024, there have also been multiple tenant complaints regarding heating issues, hot water availability, and various maintenance problems, including broken appliances and security concerns. The property is currently undergoing consideration for the addition of four ADUs at the basement level, which remains on hold according to planning records.

The building's recent history shows a pattern of investment in life safety systems, with substantial expenditures (over $1 million combined) on fire safety upgrades in 2019-2020, including fire sprinklers, alarm systems, and emergency communication improvements. However, there are persistent maintenance and infrastructure challenges, as evidenced by repeated complaints about heating systems and water damage. The property has maintained historical compliance with building codes, having addressed various violations from 2008-2010 related to fire escapes, fire alarms, and other safety systems, though some recent violations remain open or have been referred to hearings. Regular fire incident responses have occurred, though most were for false alarms, smoke detector activations, or contained cooking incidents, with no civilian injuries reported in recent years.
