Initial analysis

The three-story, five-unit multi-family residential building at 1926-1930 Lombard Street in San Francisco's Marina district, owned by Salvatore Latora, has been experiencing significant ongoing maintenance and safety issues throughout 2024. Major active complaints filed in February 2024 include violations related to heat, window damage, wall and ceiling repairs, and garbage receptacle placement. A concerning pattern of building system problems is evident, with recent complaints about roof leaks and plumbing issues filed in December 2024, followed by a series of serious complaints in early 2024 citing mold, water damage, and heating problems. Historical records show repeated concerns about unauthorized unit conversions, particularly regarding a basement unit, with an active complaint from 2003-2004 regarding illegal units and safety concerns about stairs and lighting. The building's fire safety systems have also been the subject of multiple complaints, including recent violations in 2024 concerning sleeping area requirements, though some earlier issues have been marked as corrected.

The property has undergone various permitted modifications over the years, including window replacements in 2006 and electrical upgrades in 2011, as well as multiple commercially-related permit applications between 2007-2013. However, several permits, including a 2013 change of use application and a 2007 grocery/liquor/deli conversion permit, were cancelled. Planning records show attempts to transfer an ABC License for off-sale liquor sales to the property, which was ultimately approved. Recent 311 calls from 2023-2024 indicate ongoing municipal concerns including rodent infestations, garbage issues, and noise complaints. The building's age (constructed in 1924) combined with the pattern of maintenance issues and safety violations raises significant concerns about current habitability conditions, though only some recent complaints have been formally categorized as active violations.

DBI Complaint Dec 10
This building does not have a fire exit in case of a fire. i would like to make sure everything is right in case of an accident. the other issue is whether this place is considered residential and not commercial, because i have been living at this address for the past almost 8 years. plus, the owner is going to have a hearing on december 18 of this year, because of the other buildings that he owns closer to this one.i appreciate your attention to this matter and my hope that he has everything to ensure compliance with all applicable codes and requirements.
