Initial analysis

The 1829-1831 Jefferson Street property, a 1-story multi-family residential building located in the Marina neighborhood, was constructed in 1927 and contains two units. The building has undergone several significant renovations since 2021, including an approved interior remodel of both units, which originally measured 1,587 (Unit A) and 913 square feet (Unit B), with substantial changes proposed including new layouts and full kitchens in both units. The renovation project included multiple phases of work with associated permits for electrical, plumbing, and general construction, including the installation of a new multi-zone heat pump system and completion of underground plumbing work in 2022. The property has faced several maintenance and compliance issues, particularly in 2022, when there was unauthorized exterior siding removal that prompted violation notices. Additional complaints were filed in 2022 regarding construction debris management and concerns about unpermitted construction of a backyard structure.

The building's recent history includes attention to structural maintenance, with permits being filed in 2023 for dry rot remediation in the rear structure. Multiple permits filed in January 2024 were completed to obtain final inspections for previous approved work. There were also several building code violations recorded in 2017 related to interior surfaces, including issues with damaged walls, ceilings, fire proofing, and flooring, though these were abated. The property experienced tenant buyouts in December 2017, with four tenants receiving $94,000. Recent permit activity suggests ongoing attention to building maintenance and code compliance, with particular attention paid to resolving previous violations and completing necessary inspections.

The story over time

1829-1831 Jefferson St event timeline

Violations, complaints, fire incidents, permits, and buyouts — most recent records in order.

2026
Planning Record Jan 28
The owner has been using it as a short term rental property all years with people coming and going all the time. The owners Mr. and Mrs Malhotra do not live on property they live in LA. In the past they have proven to be dishonest people. They completed a major remodel of the property telling City officials they planned to move into the unit. After purchase they forced a long standing tenant to move out. However, I overheard them say they planned to make the units short-term vacation rentals with the brother managing the building (but not live there). Now they have done exactly that. The remodel is completed and short term rental guests have been coming and going for over a year now in both units. They even have the unit on web sites listed as short term rental. Please stop this.
