Rent & eviction protection

Is 424-432 Presidio Ave rent-controlled?

San Francisco's Rent Ordinance caps rent increases and provides eviction protection for most residential units built before 1979 with 2+ units. Here's how this building scores.

Statewide backstop · AB 1482

California Tenant Protection Act of 2019

Even when a building isn't covered by local rent stabilization, the statewide Tenant Protection Act (AB 1482) may still apply. It caps annual rent increases and requires the landlord to state a legal reason to end most tenancies.

Built 1900
Annual rent increase cap
5% + CPI, max 10%
Just-cause eviction
After 12 months
Local rent control likely takes priority. This building appears to fall under the local ordinance above, which is stronger than AB 1482. Where a local just-cause ordinance applies, its rules govern instead of the state cap.

AB 1482 does not apply to single-family homes and condos unless owned by a corporation, REIT, or an LLC with a corporate member; to owner-occupied duplexes; or to deed-restricted affordable housing. The Act is in effect until January 1, 2030. Not legal advice — see the California landlord–tenant guide.

Initial analysis

The three-story multi-family residential building at 424-432 Presidio Avenue in Pacific Heights, owned by Jabour Presidio Properties, has undergone significant renovations and improvements since 2016. The property, containing 7 units and built in 1900, has seen continuous updates to its facilities, including multiple kitchen and bathroom remodels in various units between 2017 and 2024, with the most recent work involving a kitchen and bathroom renovation completed in October 2023 and a laundry room addition in April 2024. The building has also received substantial infrastructure upgrades, including electrical system improvements with new subpanels and rewiring, plumbing work for kitchen and laundry installations, and maintenance of structural elements such as wood repairs at rear staircases and sewer lateral improvements (2025). A sleeping area violation was issued in December 2023, though this was subsequently rescinded, and while the property had several routine safety inspections in the 1990s and 2000s, these were resolved and there have been no recent major safety or habitability issues reported.

The building's maintenance history shows regular attention to both individual unit improvements and building-wide systems, including reroofing in 2016 and multiple street space permits. Recent months have seen some concerns with street-level maintenance, as evidenced by multiple reports of overflowing city garbage cans in late 2024, though these were promptly addressed by Recology. The property has primarily focused on interior unit improvements over the past several years, with significant investments in modernizing individual apartments through kitchen and bathroom upgrades, while also addressing important structural and safety systems like electrical panels and plumbing connections. The recent work, particularly the 2023-2024 renovations, suggests ongoing commitment to maintaining and upgrading the building's facilities, with all recent permits showing proper channels for construction work and inspections.

Model explanation

What's driving this score

The three data points that most influenced this building's risk rating — ranked by the weight the model placed on each one.

Number of units

The number of units affects how the model reads complaint and violation totals — more units means more potential sources.

Building size

Total floor area — a proxy for building scale and the number of systems (plumbing, electrical, HVAC) that can fail.

Building age

Older buildings tend to have more maintenance challenges; SF's pre-1906 earthquake housing stock carries distinct risk.
