Initial analysis

The three-story, 13-unit multi-family residential building at 2825 Sacramento Street in Pacific Heights, owned by John L. and Nancy E. Goodrich, has undergone several significant safety and maintenance improvements since its construction in 1915. Most notably, in 2017-2018, the building completed mandatory soft-story seismic retrofitting work, including structural improvements costing $75,000, along with electrical upgrades to the perimeter walls in ground floor unit B. Historical records show the building successfully addressed code violations documented in a 1983 report by 1985, though more recent concerns have emerged. In December 2022, Unit 302 filed a complaint regarding inadequate heating conditions, reporting temperatures consistently below 60 degrees and limited heat availability, though this issue was marked as not active after inspection. Earlier concerns included a 2012 report of exposed asbestos on boiler pipes in the trash area, and a periodic routine safety inspection in 2013. The property has maintained compliance with various safety requirements, including a 2016 alarm systems inspection which was resolved with conditions corrected.

The building's permit and complaint history indicates ongoing maintenance and compliance efforts, including the completion of required seismic upgrades and electrical improvements. Several routine inspections have been conducted over the years, including multiple in the 2010s, with most issues being promptly addressed and resolved. While there have been some building and safety concerns over the years, the most recent major structural improvements (the soft-story retrofit) represent a significant investment in the building's safety systems. The property has also experienced various neighborhood-related issues typical of urban environments, such as parking violations and street maintenance concerns, as evidenced by 311 calls, though these are not directly related to the building's condition or safety systems.

How 2825 Sacramento St's risk score is calculated

DBI rarely finds violations here. Strong maintenance history and a clean complaint record.

Grade C — Moderate risk

Some past violations or complaints on record. Worth asking the landlord about any open issues before signing.

Model explanation

What's driving this score

The three data points that most influenced this building's risk rating — ranked by the weight the model placed on each one.

Building size

Total floor area — a proxy for building scale and the number of systems (plumbing, electrical, HVAC) that can fail.

Number of units

The number of units affects how the model reads complaint and violation totals — more units means more potential sources.

Building age

Older buildings tend to have more maintenance challenges; SF's pre-1906 earthquake housing stock carries distinct risk.

12-Month severity forecast
No violation 27.4%
Moderate concern 52.5%
Severe concern 20.2%
Estimated probability of receiving a DBI Notice of Violation in the next 12 months at each severity level. Model: full_hgb_balanced.
