Initial analysis

The 15-unit apartment building at 355 24th Avenue in the Central Richmond neighborhood, owned by Mwc Waverly LLC, is a three-story multi-family residential structure built in 1964. The building has undergone several significant improvements and maintenance work over the years, including a mandatory soft-story retrofit completed in 2014 (with a cost of $40,000), and multiple kitchen and bathroom remodels in 2016 and 2017 affecting units 203, 205, and 301, totaling approximately $65,000 in improvements. The property has maintained attention to basic infrastructure needs, with previous work including window replacements (1999), reroofing (2004), and fire safety system maintenance.

Recent concerns center around fire safety compliance, with violations issued in October 2024 for alarm system maintenance and exits/fire escape issues, though these have been marked as abated. Historical building complaints indicate various maintenance challenges between 2005 and 2018, including issues with heating systems, water leaks, and appliance functionality, though most have been resolved. The building has experienced recurring fire system-related inspections and maintenance needs, with multiple fire alarm system and exit maintenance corrections required between 2018 and 2024. Five fire-related incidents have been recorded, all of which were minor with no civilian injuries reported. While the building has demonstrated regular upkeep through permits and repairs, including a successful completion of the soft-story retrofit program, the recent fire safety violations suggest ongoing monitoring of life safety systems is necessary. The property has also generated multiple 311 calls in 2023-2024 regarding street cleaning and debris removal, though these are external to the building's maintenance responsibilities.

3/25/26 at approximately 9:15am, roofing work began on the adjacent building to our apartment. I observed visible smoke and odor coming through the baseboard of our living room. I alerted the roofing crew, who said it was non toxic, and showed me the material they were burning and said it was “GTA.” I observed them holding up a black plastic roll that appeared to be a plastic sheet like material. I immediately opened all windows, turned on the exhaust fans, and put air purifier. Within less than 5 minutes of exposure, I became ill with a headache, nausea, dizziness, itchy throat, coughing, and itchy skin. I immediately evacuated the building upon onset of symptoms. I called my property management company and requested urgent help. They directed me to file a police report. I was assessed by paramedics and told my vitals appeared normal but my symptoms were consistent with a cute toxic fume inhalation, and given a CAD report by SFPD. I followed up with my property management company. All parties advised me to remain away from my unit while it aired out. The majority of sympotoms have stopped after one hour of being away from my unit, but I still have a headache nearly 4 hours after initial exposure. Total exposure time was less than 10 minutes as I had to evacuate my animals as well. They do not appear ill. My windows are still open and I have returned after they completed the roofing work to assess odor, which is still present but decreased as of 1pm.
