COMPLAINT REFERRED: The Department of Public Works (DPW) is the lead agency for tree permits. This complaint has been referred to DPW COMPLAINT SUBMITTED: Tree basin in front of building is a nuissance.  It attracts garbage, drug use, and smoking (within 15ft of windows), appears to be effecting the growth of the tree in it, and now someone has filled the tree well with tanbark that might not be healthy for the tree? Is this a permitted tree basin?  If not, please remove it.  If it is permitted I think it's time to review that permit.
