Rent & eviction protection

Is 7615 Geary Blvd rent-controlled?

San Francisco's Rent Ordinance caps rent increases and provides eviction protection for most residential units built before 1979 with 2+ units. Here's how this building scores.

Statewide backstop · AB 1482

California Tenant Protection Act of 2019

Even when a building isn't covered by local rent stabilization, the statewide Tenant Protection Act (AB 1482) may still apply. It caps annual rent increases and requires the landlord to state a legal reason to end most tenancies.

Built 1928
Annual rent increase cap
5% + CPI, max 10%
Just-cause eviction
After 12 months
Local rent control likely takes priority. This building appears to fall under the local ordinance above, which is stronger than AB 1482. Where a local just-cause ordinance applies, its rules govern instead of the state cap.

AB 1482 does not apply to single-family homes and condos unless owned by a corporation, REIT, or an LLC with a corporate member; to owner-occupied duplexes; or to deed-restricted affordable housing. The Act is in effect until January 1, 2030. Not legal advice — see the California landlord–tenant guide.

Initial analysis

The three-story, 9-unit multi-family residential building at 7615 Geary Blvd, constructed in 1928, is currently under the ownership of Hanscomb Neil P & Nea. The property has undergone several significant safety and infrastructure improvements over the years, with the most notable being a completed seismic retrofit of its soft-story parking area in 2016 (Tier 3). Recent maintenance activity includes guardrail repairs in 2023 following a violation, and the building has consistently received attention to its fire safety systems, with multiple fire complaints regarding extinguishers, alarm systems, and exits being corrected between 2015 and 2023.

The building has experienced recurring maintenance issues, particularly concerning its heating systems, with multiple boiler permit renewal complaints between 2010 and 2020, most recently addressed in early 2021. Recent tenant complaints from 2023-2024 have raised concerns about building conditions, including issues with door security, broken glass, heating problems, and mold. Notably, the building underwent comprehensive system upgrades in 2007, including electrical service replacement, heating system improvements, and plumbing work. While the property has maintained basic safety compliance through repairs and corrections, the pattern of recurring maintenance issues suggests ongoing challenges with building systems and infrastructure.

The back door of the building has been inoperable, broken, and wide open for over 6 months. there is a fenced backyard, but this hasn't prevented vagrants from entering through the backdoor and moving about the building. this has occurred at least 2 times and we do not have security infrastructure or cameras. there are children in this building. i've brought this to the attention of the landlord and property management multiple times. they have been totally unresponsive. a new property management company, laurel realty, has taken over duties at the building as of two months ago. i've reached out to them twice in the last 30 days to report this, but they have not responded. i mailed my august rent check via certified mail and included a printed copy of our email correspondence that includes my unanswered complaint. the pictures attached below were also printed out and included in that flat mailer to laurel realty. i have a confirmed receipt from usps as of today, monday august 3rd. the
