The three-unit, two-story multi-family residential building at 1528-1532 Balboa Street in the Central Richmond neighborhood was built in 1923 and is currently owned by John Ye Wong. The property has undergone several significant improvements over the past two decades, with the most substantial renovations occurring in 2010 when major kitchen and bathroom remodels were completed in unit 1528, including new cabinets, countertops, electrical systems, and plumbing. These improvements also encompassed the installation of a new water heater and gas meter, with associated electrical upgrades including new outlets.

In 1984, aluminum windows were installed in the existing frames. The building has a history of fire safety concerns, with three notable violations recorded in March 2003 during a routine inspection, all of which were abated by May 2003. These violations involved fire proofing materials, fire escape ladder maintenance, and combustible storage issues.

A similar fire safety violation related to fire extinguisher recharging was recorded in December 2015, though subsequent inspections were marked as routine.
