Initial analysis

The property at 3101-3111 Taraval Street is a two-story multi-family residential building with commercial space, constructed in 1945 and containing three units. The building has experienced several significant issues over its history, most notably in 2015 when a major violation was recorded regarding unauthorized conversion of commercial space into residential use, which created multiple life/safety hazards including lack of required smoke detectors, improper fire-resistant materials, inadequate egress, and other serious code violations. This situation was eventually addressed through a permit in 2015 that returned the ground floor to commercial use and removed unpermitted kitchen facilities. Earlier, in 2006-2007, there were concerns about an unauthorized sleeping space in the commercial premises lacking proper light, ventilation, and egress. More recent issues include plumbing repairs to the water service in 2021 and historical maintenance work such as dry rot repair in 1997 and reroofing in 1993. The property has also generated numerous sanitation-related service calls in 2024, primarily concerning garbage and debris on adjacent sidewalks, though these appear to be primarily street maintenance issues rather than building-specific problems. There were two non-injury fire incidents recorded, classified as a good intent call and assistance to police, with no civilian injuries reported. The building's management has taken steps to address various maintenance issues over the years, as evidenced by completed permits, though the property has experienced recurring problems with unauthorized modifications and resulting code violations.

The story over time

3101-3111 Taraval St event timeline

Violations, complaints, fire incidents, permits, and buyouts — most recent records in order.

2026
Planning Record Mar 12
COMPLAINT SUBMITTED: Commercial construction business operations occurring at a residence in an RTO-C zoning district with frequent truck deliveries, forklift loading, and employee parking. High-profile commercial vehicles block driveways, sidewalk, and roadway at busy intersection next to a senior center and within 2 blocks of 2 schools and a preschool. Observed loading/unloading glass panes from residential garage to commercial vehicle at 6:45pm on February 25, 2026, blocking the sidewalk. The commercial use appears to be for California Glass House Inc., registered at 3103 Taraval, Business Account 1165225. The commercial delivery of glass panels to the garage of this residential address has occurred for at least 1 year and has increased in recent months. The business appears to have added a second commercial vehicle, a sprinter van with custom structures to hold glass panels on the side. Neither commercial vehicle has a business name or contractor/license number on the vehicle. The van and truck are parked on city/residential streets and sometimes in front of driveways at a busy intersection. On 2/17/26, a delivery was made by Central Valley Glass & Screen to the residential garage between 9am and 11:45am. A fork lift was used to move glass panels into the residential garage, blocking traffic on 41st Avenue and the sidewalk. Most weekday mornings around 8:45am, glass panels are loaded onto a work truck by an employee who parks in the neighborhood. The sidewalk and roadway are often blocked for this commercial activity.
