Initial analysis

The property at 2328-2332 15th Street in Corona Heights is a two-story multi-family residential building constructed in 1910, containing three units and currently owned by Bruce H & Jutta I Leibrock. The building has undergone several significant maintenance and improvement projects over the past two decades, most notably a complete reroofing in 2023 costing $18,500, which demonstrates ongoing infrastructure maintenance by the current owners. The property has experienced some periodic maintenance issues, particularly regarding stairs and fire safety in the early 2000s, which resulted in multiple violations in December 2001 requiring repairs to stairs, fire extinguisher compliance, and building permits. These violations, however, were all successfully abated by May 2002.

More recent concerns include a peeling paint situation reported in July 2023 that was resolved by October 2023, with associated violations related to lead hazard requirements. The building's systems have been regularly updated, including bathroom renovations in unit 2332 in 2003 that involved plumbing and electrical work. Historical records show attention to basic safety requirements, such as a door replacement in 2016 that met modern efficiency standards. The property has maintained active compliance with building regulations since the significant intervention in 1985 to address deficiencies identified in a report by the Department of Building Inspection. Recent 311 calls primarily relate to parking issues in the vicinity of the property, rather than to building-specific concerns, suggesting that while there are periodic maintenance needs, the building itself has not generated significant code violations in recent years beyond the 2023 paint issue and has undergone regular upkeep and improvements under the current ownership.

Multiple areas of concern for a lead-based paint -- peeling, chipping, and separation of paint lapboard as well as painted pipes from the the ceiling and interior walls of unit that have increased as the building has been under renovation since may of last year. i am not sure if the paint or walls in all the units was checked for lead, asbestos, etc before the renovation was started. i asked landlord if the paint is lead-based, but did not get a confirmed yes or no or any disclosure, so i offered to test out of pocket. however given the ongoing renovations and demolitions in this building over the last 9 months that have caused the paint to crack and peel and chip off further on the ceiling and walls inside my unit + the overall age of the building (built around 1902, pre 1978) as well as respiratory symptoms that i have been increasingly experiencing since the demolitions and renovations started, i am requesting an inspection to confirm the presence of lead based hazards in my unit. t
