Initial analysis

The two-unit, two-story multi-family residential building at 936 Elizabeth St in Noe Valley, owned by Don and Judith L Watson, was constructed in 1906 and has undergone several significant maintenance and improvement projects over the years. Most recently, in April 2023, the building received a new three-ply roof system, replacing the old roof at a cost of $6,000, and there was a concerning plumbing issue reported in January 2023 involving consistent water-like noises near the street connection, though this complaint is currently listed as not active. The property has seen various substantial improvements, including a solar panel installation in 2015 (10 roof-mounted PV modules), a furnace replacement in 2017, and multiple electrical and structural upgrades between 2003-2007, such as dry rot repairs, siding replacement, and electrical updates. Historical records indicate some modifications in 1988-1989, including heating system updates and stairway modifications.

The building's maintenance history shows regular attention to essential systems, with multiple roof replacements (2004 and 2023), siding work, and electrical upgrades. Recent infrastructure concerns in the vicinity include reports of tree root damage to the sidewalk (November 2023 and September 2024) and a public stairway defect (August 2023), though these are external to the building itself. The property has experienced several reports of abandoned vehicles in the surrounding area between 2019-2024, but these are unrelated to the building's condition or management. The documented building permits and improvements suggest ongoing investment in maintaining and upgrading the property, with particular attention paid to roofing, heating, and electrical systems over the past two decades.

Started last night, about 2-3am, there was a loud and consistent noise coming from our basement. like i have never heard. it's continued all night. it sounds like water running, as if water was flowing, except i turned off all the connections and it keeps going. no gas smell. electricity is working. but there is a noise from the water, right where the wall is, where it meets the street. i can hear it all over the house. when i go to the basement and hear where it's loudest, it sounds like it is where the water comes in to the house from the street.
