Initial analysis

The three-unit, two-story multi-family residential building at 315-319 10th Street in the South of Market neighborhood, owned by Isac & Eileen C Marchasin R, was constructed in 1908 and has encountered several significant maintenance and safety issues over its history. Most recently, in November 2024, serious complaints emerged regarding deteriorating conditions, including broken windows, mold, damaged walls and ceilings, weatherproofing issues, and problems with the retaining wall, with some complaints detailing particularly concerning conditions such as splintering floors and a sinking bathtub. These issues appear to have escalated following a 15% rent increase in October 2024, reportedly associated with promised repairs that have not been completed. The building has a history of safety concerns, including recent broken glass incidents and persistent lead paint hazards, with previous violations in 2004 noting problems with stair safety, window repair needs, and paint hazards. Earlier records from 2012 show guardrail repairs were required at exit stairways, and there were multiple code violations in 1999 that required attention.

The property has experienced recurring fire alarm system issues, with documented complaints in 2014 and 2020, though these were marked as corrected. A significant building fire incident is noted, though specific details such as the date, cause, and injuries are incomplete in the records. The building's external environment has generated numerous 311 calls in recent months (between August and December 2024) primarily related to street cleaning, garbage, and parking enforcement issues. The building's maintenance history suggests a pattern of delayed repairs and recurring safety concerns, with multiple violations and complaints not being fully resolved over the years, particularly regarding lead paint hazards and structural issues affecting resident safety and comfort.

We have lead paint in our house. he was supposed to remove the lead paint after sfdbi did an inspection and he did not, just painted over it in the common spaces. he hired a guy to install a new heating system in our apt. this contractor while very kind did not take any precautions to not damage our stuff, theres now asbestos & lead paint everywhere. he even used our personal broom to sweep up some of the debris. ive been having extreme problems breathing for the last three days. i have photos and videos but it will not let me upload
