Initial analysis

The two-unit multi-family residential building at 1470-1472 15th Street in the Inner Mission, owned by Richard Shin, is a two-story flats and duplex structure built in 1907 that has undergone significant recent renovations and faced multiple maintenance challenges. Most notably, a major renovation is currently underway as of February 2023, involving extensive interior work valued at $35,000, including the removal of old plaster walls, installation of new kitchen cabinets, drywall, insulation, and replacement of doors and trim. This renovation is accompanied by comprehensive plumbing and electrical upgrades, including the installation of new bathroom fixtures, kitchen appliances, and an electrical service upgrade from 100 to 200 amps for both units plus common areas.

The building has a documented history of maintenance issues, particularly during 2017-2018, including multiple housing code violations related to damaged walls, ceilings, plumbing, and various interior surfaces. Notable concerns during this period included reports of raw sewage in the backyard area, water heater issues, and plumbing problems. These violations were ultimately abated by December 2018. The property has also experienced several infrastructure improvements in recent years, including roof repairs, stair repairs, and kitchen improvements. The most recent tenant buyout activity occurred in July 2020, with three tenants receiving $50,000 in relocation assistance. Current 311 calls from 2023-2024 primarily relate to sidewalk maintenance and street cleaning, though these are external to the building itself.

This location is currently undergoing a significant renovation. i live next door, and effectively share a wall with the site. they gave no notification to the neighbors that there would be a project happening, and when i called the construction company, they gave me no legitimate timeline for how long the noise would continue. it has already been three weeks. they keep no consistent hours, sometimes they start as early as 8am, sometimes they work well past 5pm. there is noise every day including saturdays. the noise is most often construction noise: hammering, drilling, loud power tools. today they decided to play loud music for hours, with every door of the building open so you can hear the music all the way down the street. i understand they have a right to do a project, but it feels to me that they have no respect for the people living here, and the disruption to our lives. i work from home and it regularly interrupts my ability to take calls or focus.
