Initial analysis

The two-unit residential building at 331-333 Capp Street, owned by the Kelly-valandra Family Trust, is a two-story flats and duplex structure built in 1902 located in San Francisco's Inner Mission neighborhood. The property has undergone several significant infrastructure upgrades in recent years, including the installation of new heating systems, with work on an 80% efficient furnace heating system and associated gas lines completed in 2021, following earlier water heater replacement work in 2020. Notable electrical improvements were made in 2013, including the replacement of a faulty sub panel and installation of new electrical receptacles throughout one of the apartments.

The building experienced a cluster of serious housing code violations in late 2020, primarily related to heating and lead paint concerns. Multiple complaints were filed in December 2020 regarding inadequate heating systems, with tenants reporting only space heaters providing warmth, and concerns about lead paint hazards in the wake of construction work. These violations included problems with windows (glazing seals, frames, and hardware), a damaged front door, and peeling paint potentially creating lead hazards. While these violations were officially abated by February 2022, there are indications of persistent maintenance challenges, as evidenced by a May 2021 complaint regarding construction dust and lead paint concerns during a furnace installation, followed by reports of continuing health hazards. The property has also faced some external maintenance issues, including graffiti incidents in 2022-2023, though these were addressed under various city guidelines. Recent 311 calls from 2021 through 2025 have mainly concerned external matters like tree maintenance and sidewalk issues, with the most recent being a report of a dead tree from January 2025.
