Initial analysis

The three-story multi-family residential building at 2783-2785 Bryant Street in the Inner Mission, owned by the Keith Raskin Living Trust, was constructed in 1904 and contains two units. The property has undergone several significant improvements in recent years, including the installation of solar panels in 2016 (10 modules, 3.15 kW), a major exterior renovation in 2019 costing $34,000 that involved replacing cedar shingle siding, installing new custom wood sash windows, and repairing front stairs, as well as a furnace and AC replacement in 2020. Historical records show past maintenance work including kitchen and bathroom renovations in 2003 and sewer repairs in 2009.

Of particular concern is a recent complaint filed in February 2024 regarding unsafe construction in the attic, where bunk beds were allegedly installed on a link chain and nailed to the ledge, though this complaint is currently listed as not active. The building has a documented history of water intrusion issues, with a complaint filed in 2000 regarding basement flooding, and plumbing deficiencies were reported in 1996. Additionally, there are indications of possible unauthorized use of the property for short-term rentals, with multiple complaints suggesting violations of SF Rent Control and group housing regulations, though these complaints have been marked as abated. The property's infrastructure improvements include a 150-amp electrical service upgrade and comprehensive rewiring work completed in 2003, as well as solar installations that demonstrate a commitment to sustainable energy. The building's only recorded fire incident was a smoke detector activation with no fire determined to be present, resulting in no civilian injuries.

Violations, complaints, fire incidents, permits, and buyouts — most recent records in order.

2024
Planning Record Mar 01
Startup House LLC has had many houses in San Francisco issued NOV's for Illegal Group Housing/ILO. This is their newest place. It is advertised on Coliving.com and Booking.com at present. As is typical with their way of doing things, their is no family aspect, people do not make meals together, there is no lease, residents have no say in who can live there when there is turnover, which is very frequent, etc. In violation of the SF rent control ordinance the residents do not know how much the actual rent Mr Raskin is charging for the place and paying a proportional share, instead they are being charged an excess amount as this allows for Startup House to make a huge profit, in violation of the SF Rent Control. In addition to this complaint, I have filed one with the OSTR as they are doing that here too. Past houses cited doing Group Housing/ILO and closed one way or the other are - 629 Clayton Street, 2714 Fulton Street, 200-214 4th Avenue, 820 Post Street, and 995 Steiner Street.
