Initial analysis

The 121-unit, 4-story multi-family residential building at 1751-1753 Carroll Avenue in the Bayview neighborhood, managed by Carroll Avenue Senior Homes, was constructed in 2016 and has experienced several significant maintenance and compliance issues in recent years. The property has faced recurring fire safety concerns, with multiple violations related to fire code compliance between 2022-2024, including issues with alarm systems, extinguishers, and sprinkler systems. Notably, there were 11 separate boiler permit violations recorded between 2019-2021 that were finally abated in October 2021, along with several fire safety violations in 2024 including combustible materials, blocked exits, and fire code violations all issued in December 2024. The building's infrastructure improvements include the installation of electric vehicle charging stations in 2018 and 2020, and various fire safety system upgrades, though compliance with safety codes has been inconsistent.

The construction and initial setup of the building included comprehensive systems installations between 2014-2016, such as a complete plumbing system, solar water heating equipment, fire sprinkler systems, and emergency power systems. Multiple permits were obtained for various improvements and installations, including a significant upgrade to the Ansul system in 2020 ($7,392) and the installation of new fire sprinklers in 2015. Planning records indicate the building was approved as a senior housing facility with specific adjustments made to the surrounding infrastructure, such as changes to nearby sidewalks. While the building has maintained general structural stability and completed necessary systems installations, the pattern of fire safety violations and compliance issues, particularly related to the fire alarm systems and boiler operations, suggests ongoing challenges with maintaining safety system requirements.
