The two-story, three-unit multi-family residential building at 395 Moultrie St in Bernal Heights, owned by Najmi Bozorgi Living Trust, was constructed in 1905 and has undergone several maintenance and renovation projects over the years. Most recently, from December 2024 through January 2025, there were numerous reports (at least ten) of overflowing city garbage cans on the street, along with one report of flooding on the street that was resolved. In 2019, there was a complaint about major unpermitted renovations on the bottom level of the building.

A significant cluster of issues arose in 2016, including concerns about a wobbly back staircase, an improperly installed water heater, and blocked exits, though these violations were eventually resolved between February and April 2016. Earlier, in 2008, the building underwent a routine housing inspection that identified several security and fire safety issues, including the need for entry door viewers, fire extinguisher tags, and self-closing exterior doors, all of which were addressed by April 2008. The building's permit history shows various maintenance work over the years, including sidewalk repairs in 2003 and 2009, as well as several improvement projects in 1997 such as kitchen remodeling, bathroom remodeling, and window replacements.

There was also reroofing work completed in 1996 and structural repairs in 1987. A plumbing violation from 2016 required correction work, which was completed in early 2016. The property has experienced several fire safety inspections, with one uncategorized complaint in December 2015 regarding blocked exits, though this condition was corrected in February 2016. While there have been various maintenance issues over the years, most violations have been addressed and resolved, with the most recent concerns primarily relating to street cleaning and waste management.
