The two-story multi-family residential building at 1827-1829 Ocean Avenue, owned by Garret & Anita Tom Trust, was constructed in 1941 and contains two units with ground-floor commercial space. Significant improvements have been made to the property over the years, including a $100,000 commercial space remodel in 2007 that added a second floor, exterior stairs, new restrooms, and ADA accessibility features.

This was followed by comprehensive plumbing and electrical upgrades in 2008, including the installation of two new bathrooms, a water heater, and extensive electrical work. The building underwent reroofing in 2016, and more recently, in 2022, a non-electric wall sign was installed for Kumon, though this work later generated a building inspection complaint due to lack of proper inspection. Recent activity from late 2024 shows numerous reports regarding street maintenance and sanitation issues in the vicinity, including multiple instances of garbage and debris (including abandoned furniture), sidewalk defects, and graffiti on a parking meter.
