Initial analysis

The three-unit, three-story multi-family residential building at 2 Whiting Street in Telegraph Hill, owned by Katz Andreas W, has experienced several notable events over the past decade. Most recently, in November 2023, there were two complaints filed regarding unauthorized modifications to the building's exterior, particularly concerning the filling in of an historic staircase/entry on Chestnut Street and the subsequent appearance of a black concrete block wall that some neighbors found unsightly. These complaints were promptly addressed by building inspectors within one day of filing. The building has undergone some necessary repairs in recent years, including a significant termite remediation in 2016 costing $8,575, and previously addressed rear stairs repairs in 2011 following a notice of violation. The property has experienced various municipal service calls between 2014 and 2020, though these were primarily related to public infrastructure issues rather than building-specific problems; these included requests for red curb installations, street pavement defects, and a flooding incident on the street in 2017. While the recent complaints regarding unauthorized modifications to the building's exterior have been addressed through the building inspection process, they represent the most significant and potentially concerning issue on the building's recent record, particularly regarding preservation of historic architecture and neighborhood aesthetics.

Picture a concrete block wall contiguous to 255 chestnut st, they filled in the staircase but did not paint the wall and the staircase opening is filled in with black concrete block causing an absolute eyesore for the entire neighborhood. did they actually get a permit to fill in this opening? above the opening that they filled in with black concrete block is a old address of 265 chestnut st. we have offered to paint the wall at our expense, and they said they don't want to have it painted because they don't want to maintain it. but they are not maintaining it now. please contact complainant.
