Initial analysis

The three-story multi-family residential building at 2180-2184 Greenwich Street in Cow Hollow, owned by Salvatore C. Latora and constructed in 1914, has undergone several significant renovations and faced various challenges over the past few decades. The property consists of three units and includes both residential and commercial spaces. In 2013, substantial improvements were made, including the conversion of retail space into a fitness studio with accessibility upgrades, comprehensive electrical upgrades including recessed lighting installation, and significant bathroom renovations. During this same period, essential safety improvements were implemented, such as the installation of fire-rated gypsum board for electrical panels in the basement and an upgrade to a 400-amp meter main system serving all units.

More recent history shows some concerns regarding building use and resident experience. In 2016, there was a complaint about excessive noise levels from the fitness studio, which reportedly exceeded the agreed-upon decibel limits and interfered with neighboring businesses. A subsequent complaint in 2017 alleged an unauthorized change of use from residential to massage establishment, though this complaint is currently not active. The building has undergone various other notable improvements over the years, including a staircase replacement in 2003 and reroofing in 1989. Most recently, there has been a recurring issue with street debris and garbage overflow, with multiple reports between December 2024 and January 2025, though these appear to be related to city garbage cans rather than the building itself. A fire incident record shows an unspecified public service assistance call with no civilian injuries reported. While the property has seen periodic improvements and faced some challenges, most recent complaints have been primarily related to street conditions rather than building-specific issues.

CASE CLOSED - NO VIOLATION. A site visit on 2/4/2026 and consultation with the property owner confirmed that the tenant who hosted the party reported by SFPD and the Entertainment Commission was evicted. As of the date of the site visit, the unit was vacant. COMPLAINT REFERRAL FROM SFPD: The SFPD Permits Unit has no record of a license for the address in question. The Entertainment Commission also has no record for this address. The building in question appears to be residential. I checked SF Planning website (Property Info Map) which showed authorized use for the building as "unknown."
