Initial analysis

The property at 2664 Bush Street is a two-story, four-unit multi-family residential building located in Lower Pacific Heights, owned by Edward Kwong and Thuy Phun Ma. Built in 1900, this apartment building has undergone limited documented structural work, with the most significant being a $13,000 reroofing project completed in 2004, though the permit for this work is shown as expired. The building has been subject to regular housing inspections, with notable safety concerns regarding wooden stairs being identified in April 2013, leading to violations that were ultimately resolved by May 2013. A historical permit from 1991 was issued for the removal of an existing stairway to a deck, though the final impact of this work is unclear based on the available records.

The surrounding area has experienced various municipal issues over the years, with the most recent being a damaged tree with a hanging limb reported in August 2024. There have been multiple incidents of street and sidewalk maintenance concerns, including a pavement defect (2018), damaged parking meter (2019), and various sanitation issues that were resolved through regular city services. The property has also experienced occasional disturbances, including a noise complaint in 2018, and environmental concerns such as medical waste (needles) reported on the street in 2019. The building's maintenance record shows prompt attention to violations when they occur, as evidenced by the quick resolution of the stair repair violations in 2013, while the 311 calls suggest active municipal oversight of the neighborhood's infrastructure and public safety issues.
