The two-story, four-unit multi-family residential building at 55 Terra Vista Ave in Anza Vista, owned by Kelly James A&m Barbara Fam, was constructed in 1959 and has undergone several significant improvements over its lifetime. The building's maintenance record shows regular window updates in the 1990s, with installations of aluminum windows in 1996 (8 windows), 1997 (12 windows), and 1988 (1 window), along with reroofing work completed in 2006 at a cost of $7,500.

More recently, in August 2020, there were two gas houseline extension permits issued, though both are now expired. A noteworthy incident occurred in April 2017 when the building underwent a routine safety inspection that revealed multiple fire safety deficiencies, including the need for battery-operated smoke detectors at the top of enclosed stairs, carbon monoxide alarms near fossil fuel-burning appliances, and servicing of fire extinguishers. All of these violations were promptly addressed and abated by April 25, 2017.

Since then, there have been no recorded building violations. Recent maintenance and safety concerns have been primarily related to external factors, including a 2024 graffiti report, a 2023 noise complaint, and various parking enforcement issues in the vicinity, which have all been resolved through normal city processes. Infrastructure maintenance issues such as pavement defects and problems with street trees were reported and addressed between 2018-2022, along with one streetlight outage that was resolved through city services.
