Initial analysis

The two-story multi-family residential building at 2026 Clement Street in San Francisco's Central Richmond neighborhood was constructed in 1962 and contains 4 apartment units, currently owned by Lisa Wong. The property has undergone several significant exterior maintenance and repair projects over the past decades, with the most recent notable work occurring in 2011 when dry rot was addressed on the exterior plywood and stucco was replaced on both the front and back of the building, totaling approximately $13,500 in repairs. Earlier repairs include a $15,000 stucco project in 2005, window and patio door replacements in 2000, and various stucco maintenance work in the 1980s. The building has also been subject to regular housing inspections, with records showing routine inspections in 1996, 1997, and 2003, though no serious violations were noted in these cases.

The property has had multiple 311 calls related to the surrounding area since 2016, primarily concerning street and sidewalk cleaning issues, including reports of garbage, waste, and graffiti. The most recent incident was in February 2022 regarding general cleaning. There were also two parking-related complaints in April 2021 regarding driveway blocking by a Jaguar vehicle, though officers were unable to locate the offending vehicle on both occasions. The building's maintenance history suggests regular upkeep of exterior elements, particularly focusing on stucco and window maintenance, while the surrounding area's service requests mainly pertain to municipal street and sanitation issues rather than building-specific concerns.

Model explanation

What's driving this score

The three data points that most influenced this building's risk rating — ranked by the weight the model placed on each one.

Number of units

The number of units affects how the model reads complaint and violation totals — more units means more potential sources.

Estimated permit spend (past 7 years)

Dollar value of permits pulled at this address — large recent spend can signal deferred-maintenance catch-up.

Building age

Older buildings tend to have more maintenance challenges; SF's pre-1906 earthquake housing stock carries distinct risk.

12-Month severity forecast
No violation 70.6%
Moderate concern 19.8%
Severe concern 9.6%
Estimated probability of receiving a DBI Notice of Violation in the next 12 months at each severity level. Model: full_hgb_balanced.

Date last observed: 30-nov-25; floor: 2; unit: 4; exact location: main bldg; building type: residence/dwelling no heat; flues/vents defective; ; additional information: i am reporting inadequate heating and severe heat loss in my apartment. i live in a 1-bedroom apartment (approximately 550 sq ft). the unit has electric wall heaters. i live alone (my husband lives at home only 1 week per month) and rarely use the electric stove, i don’t have washing or dry machines but my bills increase ( 400$ for this month) despite running the heaters for many hours, the apartment remains cold and does not retain heat. without heating, the indoor temperature drops to the same temperature as outdoors. heating details: • the bedroom has one wall heater. it heats the room quickly, but the temperature drops rapidly back to outdoor temperature once the heater is turned off. • the living room, kitchen, and a long hallway are served by only one small wall heater located near a window. •
