Initial analysis

The three-unit multi-family residential building at 224-226 Hugo Street in the Inner Sunset, owned by Chan David T W & Pauline Re, has been standing since 1905 and is classified as Flats & Duplex. The property has a documented history of structural issues, particularly with stairs and water-related problems. Most concerning are two recent complaints from 2023-2024 indicating persistent water intrusion issues, with reports of water damage, mold, and inadequate heating in 2023, followed by more severe mold and water damage complaints in early 2024 including health symptoms experienced by occupants. Historical records show the building has faced recurring maintenance challenges, particularly with stairs and exterior structures, as evidenced by multiple repair permits and violation notices between 1992 and 2008, including dry rot issues in both exterior stairs and sill plates. The property has also had several parking-related complaints in the vicinity, with multiple reports of sidewalk parking between 2023-2025, and some unresolved infrastructure issues including a damaged side sewer vent cover reported in April 2024. While the building has experienced minor fire-related incidents, none resulted in civilian injuries. The most recent building-related complaints suggest ongoing maintenance challenges, particularly concerning water management and heating systems, though many historical violations have been resolved since 2005.
